His background includes serving as an Assistant Commonwealth’s Attorney for the City of Portsmouth and as Associate General Counsel for the City of Richmond Police Department, where he handled litigation, employment disputes, and other complex legal matters. He subsequently served as in-house counsel for ten years, advising on a broad range of legal issues spanning litigation management, contract negotiation, and domestic and international operations in over 130 countries.
